It is an honor to be considered for President of World Physiotherapy. I have spent the last 30 years as a physiotherapist working in clinical, academic, humanitarian, and entrepreneurial settings. I have been inspired and privileged to witness the life-altering influence of physiotherapists on individuals, families, and communities in countries of all income levels. Not only do our interventions impact quality of life, but we equally influence the quantity of lives worldwide through restorative interventions and justice-based care delivery. In my 2020 Enid Graham Lecture to members of the Canadian Physiotherapy Association, I stated that we, as physiotherapists mediate health, social, and humanitarian injustices. I also reiterated our collective responsibility to carry and support each other. That said, the challenges we face today and in the years ahead will be very different than those of yesterday. So we must now innovate and engineer ourselves to unlock our full potential as ‘change makers’ of tomorrow. With this spirit of renewal, change and positioning for the future, I seek your support and vote for President of World Physiotherapy in May 2023.
On this campaign website, I outline details about myself, but more importantly I describe critical components of my campaign for President, which I discuss through the 'Making the Connection' (MTC) change model. I invite you to read through this information, watch the videos, and provide your input!

A vote for me as President is a vote to build on the World Physiotherapy's past achievements, and a vote to evolve World Physiotherapy towards greater financial transparency and accountability, greater regional participation and ownership in priority setting, and a lowering of barriers for all physiotherapists around the world to participate in the organization's business and critical actions. I believe that the President and the Executive Board of World Physiotherapy exist to serve its Member Organizations' goals and aspirations, not the other way around.

ABOUT SHAWN:
I first became involved as a student representative to the Canadian Physiotherapy Association (CPA) in the late 1990s while studying at the University of Ottawa. My physiotherapy association journey eventually led to my election as CPA President a decade later. As president of CPA, I implemented strategies to grow membership, optimize financial stability through non-membership revenue-generating activities, progress legislation surrounding the advanced scope of practice and specialization. I also devised effective national advocacy and lobbying strategies to move us forward. I have remained a consultant to many global physiotherapy organizations since then, and was a mentor for World Physiotherapy's SUDA project in West Africa, a multi-year USAid-funded initiative to strengthen physiotherapy associations and educational programs in Mali, Niger, and Senegal.
I was honored in 2015 to receive the International Service Award from World Physiotherapy, which I accepted in absentia as I was redirected to Nepal to participate in the acure humanitarian response to the earthqauke that occurred at the same time as Congress in Singapore. Then in 2020, I was awarded the Enid Graham Award, the highest honor that the CPA bestows on a member, for noteworthy contribution to global health and humanitarianism. Over the last 27 years, I have worked and lived in several countries around the world, most of which were in post-conflict or disaster scenarios. My first global health experience was in post-conflict Bosnia & Herzegovina, where over a 4-year period, I worked within a large interdisciplinary team to implement the War Victims Rehabilitation Program. Over the years I have worked as a short-term consultant in many countries, but I have lived and had significant involvement in Sri Lanka, Haiti, Latvia, Guatemala, Mali, Senegal, Niger, Kosova, Norway, Armenia and Kuwait. Moreover, following the 2015 earthquake in Nepal, I was invited as a policy consultant at the World Health Organization (WHO) field office in Kathmandu. More recently, following the 2020 blast in the Port of Beirut, I worked with the Current and Past President of the Order of Physiotherapists in Lebanon (OPTL) to host a benefit scientific day and to publish a call to action on the surge of rehabilitation demand after disasters. I was born in Pembroke, Ontario, Canada, the youngest of 8 children in a traditional French Canadian family. My wife Sudha (also a Canadian Physiotherapist and pharmacoepidemiologist at Duke University) and I live with our three daughters in Durham, North Carolina, USA.
I completed my Bachelor of Science in Physiotherapy at the Université d’Ottawa (1989-1993), and then a Master of Science in Physiotherapy at the University of Western Ontario (1993-1995). After five years of practicing as a physiotherapist in conflict and disaster zones, I completed my Doctor of Philosophy in Health Policy from the University of Toronto (2000-2005). My doctoral studies led to my completing 2 Post Doctoral Fellowships at the Toronto Rehabilitation Fellowship and the University of North Carolina at Chapel Hill.
I returned in 2019 to complete a Master of Business Administration (MBA) with a Certificate in Health Services Management (HSM) from Duke University.

I am a global health practitioner and health policy researcher, and have garnered over 2.5 million USD in research funding during my career.
I have been fortunate to have published over 100 peer-reviewed scientific articles in journals such as The Lancet, The American Journal of Public Health, Archives of Physical Medicine and Rehabilitation, Physical Therapy Journal, and Physiotherapy Canada. I am currently a collaborator on an ERASMUS+ grant titled Persons with Refugee experience education Project - Interprofessional (PREP-IP). The PREP-IP project (2021 – 2024) responds to the need of practicing rehabilitation professionals to develop key competencies to more effectively meet the unique health needs of refugees around the world. In April 2023, PREP-IP launched a 10-week pilot online educational course aimed at building competencies for working with refugees ( https://prosjekt.hvl.no/prep/prep-students/)
I have been blessed during my career as a physiotherapist to work at some of the highest levels of sports and have traveled with sports teams of different levels. My sports physiotherapy experience is mostly from 'winter' sports, including traveling with the US Ski team to incredible locations in Spain, Italy, and France. I also have spent a number of years as an assistant with the Carolina Hurricanes NHL hockey team. The picture to the left is one of the occasions I attended to an injured player on a professional ice.

Growing up in Northern Canada, my childhood friends and I "matured" by playing street, pond, and organized hockey (that would be 'ice hockey' for non-Canadians...). Hockey has always been part of my life, and I played at different competitive levels, including a co-ed team of occupational therapy and physiotherapy students at University. I started coaching when my three daughters were very young, and I am now a USA Hockey Level 4 Coach. I coach girls hockey at the 10U, 12U and 14U levels for the Carolina Junior Canes Organization in North Carolina, USA. I have learned a tremendous amount of leadership skills as a coach - including humility, leading in complexity, motivating in new ways, and communicating under high-pressure situations. Coaching hockey is how I give back to my community. It is a sport that gives me great joy and strength.

I seek your nomination as President of World Physiotherapy because I believe in a future where we, the global and diverse community of physiotherapists, confront challenges together and where the voice of each physiotherapist is heard. There is no doubt in my mind that our future will be better than our past, and I believe that I have the experience and passion to lead World Physiotherapy into its next phase. I present to you a model of priorities that I believe to be a template for the future of World Physiotherapy (See Figure to the left: Making the Connection (MTC) Model).
The MTC Model integrates four priorities: These are the four pillars of my overarching plan as President, and they include (1) Visioning and Creating the Future of Physiotherapy, (2) Moving Towards Decentralized and Distributed Leadership, (3) Driving Greater Diversity, and Transparency, in All That We Do, and (4) Highlighting the Value of Membership for All. Important to note that while these might be some of my focal areas, we as a collective of global physiotherapists need to collectively decide what are ‘our’ goals within the existing world Physiotherapy Strategy Plan. The 4 pillars within the MTC model align with the existing WP Strategic Plan.

In “Physiotherapy Otherwise,” physiotherapist colleague and theorist Dr. David Nicholls argues that physiotherapy has attained astonishing success among the constellation of health professionals but that important challenges are emerging that will constrain our privileged position. It is my opinion that the devastating health-related sociopolitical and ecological changes emerging from the post-pandemic period invites us to challenge our collective assumptions surrounding the nature of what physiotherapy ‘was,’ ‘is,’ and ‘can become’ in the future. We know that the professional status of physiotherapists varies greatly across global jurisdictions. For instance, some colleagues struggle to be recognized as health professionals, whereas others still seek the protection of their earned title, and still further, others battle to establish laws that will recognize them as specialists. I believe the ‘best way to predict the future is to create it...’
Action Items:
#1: I commit to realizing a fully inclusive global visioning initiative for the future of physiotherapy. A task force will be established within six months, listening sessions to be completed in 12 months, and the final model built within 18 months of the 2023 election.
#2: Establish a group of futurists who will meet, discuss and predict the future of Physiotherapy.
World Physiotherapy’s purpose is “To represent physiotherapy across the globe, advancing our profession and advocating for all, to improve health and wellness.” To achieve this, World Physiotherapy has operated under a governance model that is a blend of centralized and decentralized leadership and management. On the one hand, this mod
World Physiotherapy’s purpose is “To represent physiotherapy across the globe, advancing our profession and advocating for all, to improve health and wellness.” To achieve this, World Physiotherapy has operated under a governance model that is a blend of centralized and decentralized leadership and management. On the one hand, this model has led to impressive growth and expansion of value-added activities; on the other hand, advanced communication technology has greatly facilitated and opened new opportunities for real-time global discussions and collective decision-making. In my opinion, World Physiotherapy’s regions, subgroups, and networks are its collective ‘DNA,’ and that strategically moving towards empowering and enabling the Member Organizations to become a strong locus of activity, control, and ultimately self-determination is important. Economists have often asserted, ‘A rising tide lifts all boats,’ meaning that improvement to each individual benefits a whole community. Moving towards greater empowerment and influence within each of our current and future Member Organizations will strengthen our entire network.
Action Items:
#1: I will create vastly greater input processes and decision-making authority with Regions.
#2: I will create two new permanent positions on the Board (one as a representative from the WP Sub-Groups, and one as an external public member).

World Physiotherapy in the sole international voice for the profession and represents 685,000 physiotherapists across 125 Member Organizations. The growth in the size, scope, and influence of World Physiotherapy over the last decade is remarkable and an authentication of the diligent work of the Staff, Board, Member Organizations, Networks, Sub-Groups, and individual physiotherapists. Building on these achievements we must continue to ‘connect’ our communities and create a sense of belonging for all. Given that membership has important financial implications for all and that substantial global variation in the size and financial stability of Member Organizations exists around the world, we must clearly articulate the value of membership among all Member Organizations, large or small. Building on a strong foundation, I would work to ensure that value of membership for all Member Organizations is made more clear and transparent by developing a real-time ‘dashboard’ regarding World Physiotherapy’s collective actions and operational plans.
Action Items:
#1: We will become an industry leader in customer/member services.
#2: As an extension to the existing Learning Hub, we will develop the "World Physiotherapy Learning Collaborative," which will bring together supply and demand for reasonably priced continuous professional development (CPD).
#3: Establish greater member recognition programs to showcase the inspiring work being accomplished by members around world. Of the many ideas, we will launch a program called the "Fellows of World Physiotherapy," which will be modeled after the United States' "Catherine Worthingham Fellows of the APTA." and recognize long-standing and noteworthy accomplishments across Regions.
The global network of physiotherapists is formed of colleagues who speak different languages and who live and practice in all parts of the world. We are a community of people of all abilities, identities, faiths, experiences, and opinions. Each one of us matters. The richness of ideas and opinions is vital to our evolution and survival

The richness of ideas and opinions is vital to our evolution and survival as physiotherapists in an increasingly complex geopolitical ecosystem. To reach World Physiotherapy’s strategic plan by 2026, diversity and transparency must be interwoven into the very fabric of World Physiotherapy. As World Physiotherapy continues along a path toward greater collectivity, the inclusion of all voices and perspectives will enrich our ability to think, act and behave with purpose. Moreover, new digital communication tools must fully eliminate language and/or location of our global community as a barrier to full participation and inclusion. I would fully commit to ensuring global diversity and inclusion as a core value and purpose in all World Physiotherapy’s activities.
Action Items:
#1: Improve the online Member Organization country profiles to include more diversity descriptors, and develop a minimal dataset of diversity factors that would be shared and promoted globally, and highlighted in the country profiles.
#2: Develop and implement guidelines to ensure essential diversity and inclusion exists in all the WP activities. Such guidelines and outcomes will be made fully transparent to all members. This would ensure that we have a 'check and balance' system to ensure diverse and broad perspectives and opinions are elicited on every point of WP strategy discussion and debates.
#3: We will develop a new digital communication strategy that fully neutralizes language and geography as a barrier, and we will develop a digital "dashboard" to ensure that information is readily available to MOs.

Pour y parvenir, World Physiotherapy a fonctionné selon un modèle de gouvernance qui est un mélange de leadership et de gestion centralisés et décentralisés. D'une part, ce modèle a conduit à une croissance et à une expansion impressionnantes des activités à valeur ajoutée ; d'autre part, les technologies de communication avancées ont grandement facilité et ouvert de nouvelles opportunités pour les discussions mondiales en temps réel et la prise de décision collective. À mon avis, les régions, les sous-groupes et les réseaux de World Physiotherapy sont son « ADN » collectif, et il est important d'évoluer stratégiquement vers l'autonomisation et la possibilité pour les organisations membres de devenir un lieu d'activité, de contrôle et, finalement, d'autodétermination. This organization uses music for social change and motivation toward a better future. They accomplish this mission by working with musicians all over the world who collaborate on songs, and by adding their unique sounds and instruments. Singing in unison, with different voices together is powerful and sends a message that we are all one and that our differences make us better. I have added two of their videos here; have a listen for motivation!
Like these musical collaborations from the Playing for Change Foundation, I see a day soon when we as a global society of physiotherapists respect and cherish our differences and become agents of change for good in the world. Maybe, just maybe, we can change the world if we move and act together...so let's just do it.
During COVID-19, the BBC brought people together in the same way as The Playing for Change Foundation. We all need hope, motivation, and a sense of belonging, and I found that this video gave me some respite during the pandemic.
